Balancing before the smelters is pointless. If each smelting lane can handle half a belt, then all the incoming ore will be processed, and the plates are balanced before loading anyway. Those too are over-balanced; all you really need to guarantee is that each train wagon gets the same amount of ore.
2B a cheap smelter Building infrastructure for your smelter (belts, inserters and electric poles) costs almost 95k iron and 23,6k lubricant vs 6,3k iron and 400 lubricant for this cheap design. You can actually build it fully with just red belts and only change imput/output from 3 red to 2 blue belts later. It uses 12 furnaces to create a "nearly full" blue belt. At the end, a 13th furnace creates a tiny buffer belt. A splitter with input priority prioritizes the nearly full belt, and the buffer belt is only used to fill in the little gaps. I did the math and the beacons + furnaces + productivity modules are theoretically capable of producing ... 1: The red underground belt output that goes underneath the beacon in the middle can be moved right one space. 2: the output inserter for the right steel smelter needs to be moved to the left of said smelter. 3: an output belt for this inserter needs to be placed, this leads to the main output belt using a little wiggle.You should offset the beacons so you have the gap in the middle instead of near the belt. That way the iron smelter on the 'left' gains an extra beacon. Smelters on the right are already covered by 6 beacons.
