The Deck is a pc, not a console. So you can run any Linux applications on it. Or, you can install or dual boot Windows and run any Windows applications. This is completely subjective. Steam Deck is more mature and established and runs a Linux based OS. Rog Ally has newer and better hardware and runs Windows. It really comes down to your use case OP.
